Position Description:

Provides leadership and management of nursing operations among all RNs and NPs in the department. Plans, organizes, and directs operations and personnel; maintains protocols, policies and procedures, provides for professional development and directs the Quality Management Program for MPHD nursing staff. Primary supervisor for MPHD’s Nurse Managers.

Typical Duties:
Plans for the delivery of nursing and other designated public health services by interpreting and translating theoretical concepts of public health and nursing into the delivery of services.
Periodically reviews and updates departmental nursing protocols to ensure they remain current; establishes and reviews department-wide nursing performance measures and outcomes.
Collaborates with departmental program and clinic managers to identify and solve departmental issues requiring nursing expertise.
Works to promote and enhance quality health care for the various populations and communities served by the Public Health Department.
Works with regulatory agencies to certify compliance with existing rules and ensures compliance with the scope of service for all clinical service related grants.
Ensures the preparation and submission of all necessary reports (including quarterly and annual reports).
Conducts biannual audits of patient charts.
Serves as a member of Nursing Leadership team to promote public health nursing competency and organizational capacity.
Acts as contact and spokesperson for Family Planning Program (FP).
Represents the department on various committees, task forces and community organizations.
Determines appropriateness of Public Health Department involvement in outside activities and commits department resources for appropriate efforts; forms relationships with schools of nursing and identifies ways to enhance recruitment of nursing staff.

Minimum Requirements:

Bachelor’s degree from an accredited university’s school of nursing with four (4) years of nursing experience, two (2) years of which were in a supervisory capacity required; OR Bachelor’s degree and a Master’s degree from an accredited university’s school of nursing with four (4) years of nursing experience, two (2) years of which were in a supervisory capacity required.

Licensed or eligible for licensure as a Registered Nurse in the State of Tennessee.
Cardiopulmonary Resuscitation (CPR) Certification.

All public health nurses are required to complete a department approved Certificate in Public Health as a condition of continued employment.

Valid class “D” driver’s license, use of personal vehicle, and maintenance of valid personal vehicle insurance as required by Tennessee Law.
Preferred:
Master’s degree in nursing and five (5) years’ experience managing a public health and/or urban hospital nursing staff.
Current Nurse Practitioner Certification from a nationally recognized nursing accreditation organization.
Ability to represent the department on controversial issues with tact and diplomacy.
Experience making presentations to the public, community organizations, and various boards and committees.
